What do you think about a White, Black, Hispanic, and Asian person with the same Ascendant? i.e Virgo rising?
For example, lets say all of them are a Virgo rising. Do you think they would all look somewhat similar because all of them are Virgo rising? Or dramatically different due to their genes?
Would all of them share similar characteristics such as being a perfectionist, analytical, critical, nit-picky, tidy, and all those other Virgo traits. Or would all of them manifest these Virgo traits "differently" depending on how they were raised and the experiences they’ve had in their lives?
For example, most Blacks (I said MOST) are really ghetto and act all tough and stuff, they cuss a lot and do horrible in school compare to Asians who are generally more polite, well mannered, respectful, and simply do really well in school! So yeah, I think it does depends on how you were raised and the environment you’ve grown up in.
Also, please state your ethnicity and rising sign. It would be really fascinating to see people of different races and rising signs. I’m an Asian guy with Virgo rising … =)

You’re wrong. MOST blacks aren’t ghetto, and not all Asians are polite, well-mannered, et cetera, et cetera. Matter of fact, I was teased and bullied by an Asian girl a few times when I was a kid. :’(
Talk about being racist. (Okay, not necessarily racist, but definitely stereotypical!)

Funny. You ask a racist question and then ask for no racist answers? Curious.
But to sort of answer your question and leave racism out of the picture, think of it this way: suppose both a rich guy and a poor guy were the same Rising Sign? So yes… your cultural and economic environment certainly have an effect. But the indercurrent would always match the Rising Sign. It you grew up in a familty that was crude and rude, with Virgo Rising you might be the least crude & rude… but if you were raised to be mannered and refined, you might be the nit-picking rule obeyor.
Context is always important.
Race is not a context, however.

While race does accompany certain skull shapes and physical features due to genetics, the overall appearance of people sharing a similar rising sign will be similar in some ways. Your rising sign doesn’t tell you exactly what you look like, not like how DNA maps our your features… it is not so exact as people might think, and I don’t think any astrologers assume that to be so either. But there will be certain features that will be similar based around the genetic predisposition. An Asian, African, Caucasian, or person of any race with the same rising sign will share somewhat similar overall features (thought aspects to the ascendant need also be taken into consideration).
As for personality – people will present themselves in a similar way based off their cultural conditioning and their unique experiences. A Virgo rising raised in a household that values hard work and study will probably focus their exacting nature on schooling because of the pressure from their parents to do so. They will study hard, and their work will be neat and tidy. A Virgo rising that isn’t raised in such a household will still have exacting tendencies, but may use them elsewhere – e.g. dressing neatly, if appearance matters more to them… or weighing out perfect amounts of marijuana to sell and rolling perfect joints, if they happen to have become mixed up in the drug trade due to their environment.
Each sign has a pure expression, and that pure expression can come out in any number of ways in each individual. Tendencies can be encouraged or inhibited by our environment, and our energies can be focused in any number of directions based on how we are raised… but the pure expression of these qualities still remains, in personality and in appearance.
